Members of Congress making stock market trades tend to create headlines on a regular basis. Ten years ago, the U.S. adopted the STOCK Act (The Stop Trading on Congressional Knowledge Act) after lawmakers faced years of criticism about their trades during the 2008 global financial crisis and the legislative debate on the Affordable Care Act in 2009-2010. 

Here, we take a glance at the biggest stock market traders in Congress by volume traded in the last 3 years:

  1. Congressman Michael McCaul (R - Texas) sits on the two critical committees - Foreign Affairs and Homeland Security. Hence, it is no surprise that Industrials are his most traded sector, followed by Financials and IT. The CapitolTrades data shows Congressman McCaul made 6,632 trades in the past 3 years involving hundreds of millions of dollars.

  2. Congressman Ro Khanna (D - California) is a member of the Agriculture, Armed Services, and Oversight and Reform committees. While he made over 13,000 trades in the past 3 years, the volume associated with his trades is significantly lower than McCaul’s. Congressman Khanna continues to be, by far, the most active Congress trader according to the number of trades made.

  3. Congresswoman Suzan DelBene (D - Washington) is a member of the committee on Ways & Means. She has only made 187 trades in the past 3 years; a lot lower than Rep. McCaul and Rep. Khanna. However, when DelBene discloses her trades that usually involved bigger volumes. In one case, she bought between $5 million to $25 million worth of Microsoft (MSFT: US) shares in February this year.

  4. Congressman Josh Gottheimer (D - New Jersey) made 1,260 trades since 2019 with the value of these most likely exceeding $100 million. Similar to Congressman DelBene, Gottheimer also has a tendency to trade Microsoft shares in larger values. The Congressman sits on the Financial Services and Homeland Security committees. Thus, his trades are one keep a close eye on. 

  5. Congressman Mark Green (R - Tennessee) made over 600 trades in the last 3 years. He mostly trades Energy stocks, followed by Utilities and Industrials. As a member of the Armed Services and Foreign Affairs committees, Green is also one of the most closely-watched stock market traders in Congress.
